Defense and homeland security: the Ministry of Defense and Israel Police vendor portals

The Ministry of Defense and the Israel Police work with thousands of vendors and require them to receive orders and send electronic invoices through a vendor portal. Segment runs those portals: secure infrastructure, monitored around the clock, replacing the paper invoice and a competing company’s vendor portal.

  • 50K+Vendors
  • 500M+Invoices issued
  • 250M+Orders
  • 100+Buyers

What changes when you work through Segment

For the organization

  • All orders to vendors and all invoices from them pass through one electronic channel, recorded and controlled, instead of paper.
  • Every vendor is identified, every document is recorded with a timestamp and a SHA-256 fingerprint, and every file is checked (CDR) before it enters the organization.
  • 24/7 monitoring by a SIEM/SOC team and an MDR service, alongside WAF, IDS/IPS and DDoS protection.
  • A digital connection agreement with every vendor, signed with no printing or scanning.

For vendors

  • Simple registration: company details in a form, followed by an email with the connection agreement for digital signature.
  • Receiving orders and sending invoices in the portal, instead of on paper or by post.
  • Use is subsidized by the organization: up to 24 invoices a year at the Ministry of Defense (Kadam portal only) and up to 5 at the Israel Police.
  • A support team that helps with onboarding and answers questions.

The challenge

Defense organizations work with many vendors and need especially high levels of security and control.

Every document must be recorded, every vendor must be identified, and every file must be checked before it enters the organization.

One channel instead of paper: what the portal replaces

Before the portal, a Ministry of Defense vendor sent an original paper invoice, and an Israel Police vendor worked in another company’s portal. Today both receive orders and send electronic invoices in Segment’s portal, easily, efficiently and fast.

For the government body this means one channel for all vendors, with every vendor identified and every document recorded. For the vendor it means less paperwork, a clear status for every invoice, and support when needed.

Security at the level defense organizations require

The infrastructure behind the portals is the same one that serves banks and financial institutions: digital-certificate identification, file sanitization (CDR), a full record of every message and 24/7 monitoring by a SIEM/SOC team.

Segment is certified to ISO 27001 and ISO 27017, is audited under SOC 2 and meets Amendment 13 of Israel’s Privacy Protection Law.

Login is verified with a digital certificate, so only authorized parties send and receive messages.

File sanitization (CDR)

Files of known types are taken apart and rebuilt without active or malicious content before they reach their destination.

24/7 monitoring

A SIEM/SOC team and an MDR service monitor the platform around the clock, alongside WAF, IDS/IPS and DDoS protection.
